The response, which was signed by Jan-Olof Lind, acting FOI Director-General, claims that FOI’s strength lies in its comprehensive competence and independent stance as research institute that is governed by assignment. 

This is why FOI’s competence should remain under a single authority, which is separate from client authorities such as the Swedish Defence Material Administration and the Swedish Armed Forces. The question of whether or not FOI should be converted into a company should also be put to the test before the Swedish government proposes a new structure for public authorities.
