The Copenhagen Summit in December 2009 will focus the world’s attention on climate change and the need to curb global warming through multilateral negotiations. The linkage between climate change and security is an issue of growing urgency in this context. The European Council has welcomed the joint report by the High Representative and the Commission on “Climate Change and International Security” and in September the Secretary General presented a report on Climate Change and Security. At issue is the relationship between climate change, population growth, diminishing natural resources and the implications for security within and between countries.
