Albert-Ludwig University, ALU-FR

“The Centre for Security and Society is a “Research Centre” of the Albert-Ludwig University, Freiburg. On the one hand, it integrates security researchers from different faculties of the University. Currently, five faculties are represented in the Centre: the Faculty of Law, the Faculty of Humanities, the Faculty of Philology, the Faculty of Economics and Behavioural Sciences, and the Faculty of Engineering. Each faculty appoints a member to the Centre's directorate. The members receive support from the central IT computing centre and the Institute of Computer Science and Social Studies (IIG). On the other hand, outside the university, collaboration with the Max Planck Institute for Foreign and International Criminal Law and the Fraunhofer-Institute for High-Speed Dynamics, Ernst-Mach-Institute, provide a further valuable component to the Centre. Security researchers from the mentioned faculties and institutions are among the most successful consortia in national and European security research.

In ENCOUNTER the Centre for Security and Society conducts the ethical and societal research. That means, on the one hand, that the Centre is responsible for identifying ethical conflicts concerning the ENCOUNTER technologies and (where possible) giving advice for solving or mitigating these conflicts. On the other hand, the Centre investigates the general perception and acceptance of the ENCOUNTER technologies amongst EOD professionals.”


Blastech Ltd, BLT
Blastech is a spin-out company of the University of Sheffield, formed in 2003 to manage counter IED work and other experimental work at the University’s small scale blast and impact laboratory. The laboratory has been a centre for counter IED studies for more than 30 years, working closely with UK Ministry of Defence and commercial organisations to design, develop, tests and appraise EOD equipment for a range of IED threats.

Blastech has worked both as a contractor and partner with both UK Ministry of Defence, and numerous large British and European defence organisations, including QinetiQ, BAe Systems and Thales. Blastech has a strong track record in the design and provision of high-quality validation experimental blast and EOD trials. Despite much of the work conducted by Blastech being confidential, its key staff are recognised UK experts in this field.

Blastech is currently a member of the FLY-BAG FP7 project team, where it has been responsible for developing materials and structural systems for a blast resistant aircraft luggage container, providing experimental validation services to numerical modellers in the team and designing and conducting full-scale prototype blast test.

Fraunhofer-Gesellschaft, Ernst Mach Institute
EMI Fraunhofer is Europe’s largest application-oriented private non-profit research organisation with its main topics health, security, communication, energy and environment. Fraunhofer comprises of 59 institutes at different locations in Germany, and runs international research centres and offices in Europe, USA, and Asia. Fraunhofer has a staff of approximately 17,000 predominantly scientists and engineers and an annual budget of approximately 1.5 billion Euros.

The Fraunhofer Institute for High-Speed Dynamics – Ernst-Mach-Institut (EMI) – is one of Germany’s main research institutes for defence and security. In 2010, 300 people are employed at EMI in total and the overall budget amounts to 20 million Euros.

EMI scientists have several decades of experience in experimental and numerical analyses of high-speed phenomena associated with explosive devices, shock waves in solids, fluids, and gases, flow and combustion processes, impact and penetration processes at high velocities, and the response of materials and structures to shock loads. In addition, EMI is active in the fields of hazard and risk analysis for terrorist threats and protection of built infrastructures. EMI operates large test facilities in its three sites Freiburg, Efringen-Kirchen and Kandern. EMI is also specialised in fast measurement techniques and –instrumentation. With its expertise in the field of defence and security, Fraunhofer EMI has been in charge of a large number of major research projects funded by the German Ministry of Defence (BMVg) and the European Commission.

Ingeniería de Sistemas para la Defensa de España, S.A., ISDEFE
ISDEFE is an independent Spanish Systems Engineering firm, headquartered in Madrid and owned by the Spanish Ministry of Defence, involved in scientific, technical and management activities on a non-profit basis. Likewise Isdefe ensures the absolute confidentiality requested by the Ministry of Defence and is UNE-EN-ISO 9001 and PECAL/ACAP 110 quality certified and is member of professional associations such as ASDA, EATRADA EUROCAE and ESRIF.

It has more than 1000 employees rendering services under contracts to over 25 national and international civil and defence agencies, mainly for the Spanish Ministry of Defence, Armies and Civil Aviation Authority, as well as for the Public Body Arena (Spanish Airports and Air Navigation), NATO, United Nations and several EU General Directorates. Isdefe develops its activities in the several civil and military fields such as air navigation, safety and security in public transport systems, regulatory and certification frameworks, telecommunications, validation and staff training.

At a European level, Isdefe has participated in a wide number of projects, often as project coordinator. Some of the most relevant security- related projects are the following: MiPMaDe (DG-JLS)- Modelling Infrastructure Protection - from materials to devices, SEDUCE (National Project, CDTI)- Systems For The Detection Of The Explosive Devices In Public Facilities And Critical Infrastructures, ‘Study on complementary technologies to LIBS (Laser Induced Breakdown Spectroscopy) in Countering IEDs’ (NATO International Staff / Defence Investments), COUNTERACT (DG-RTD)- Cluster Of User Networks in Transport and Energy Relating to Anti-terrorist Activities, etc.

TAMAR Explosives Ltd., TMR
Tamar was established in 1998. The company specialises in designing and implementing customised solutions for all types of tasks involving the use of explosives - including highly complex projects requiring detonation in the vicinity of existing residential buildings and protected historical structures. Tamar is a certified provider of products and services to the Israeli Ministry of Defence, security agencies and regulators. Its team of experts also carries out research, conducts laboratory trials, collects data and develops databases development for some of the world's leading firms and security agencies.
The company's staff includes engineers, chemists and physicists who have accumulated numerous years of experience in the field of explosives, also covering all related aspects, as well security experts benefiting from extensive operational experience. Tamar's main areas of activity include:

  • Homeland security and physical protection
  • Mining and quarrying for the civilian sector clients
  • R&D and manufacturing of simulants and IED kits in Tamar's explosives laboratory
Tamar is ISO 9000:2001 certified, and maintains the highest quality assurance and safety standards in all its activities – those specified by the International Standards Organisation, as well as the strict standards defined by the company itself.

The University of Sheffield, USFD
The University of Sheffield was established in 1905, it now has over 24000 students and is one of the UK’s leading research universities. Input will come from its departments of Mechanical Engineering, and Civil & Structural Engineering. The Department of Mechanical Engineering is one of the largest and most respected in the UK, consistently achieving high ratings for the quality of research and its industrial application. The department has 35 academic staff and 50 research staff, with over £10 million annual turnover, and was awarded an outstanding rating in the 2008 Research Assessment Exercise, placing it second in the UK. The Department of Civil & Structural Engineering has 30 members of academic staff with over 70 researchers. The results of the 2008 Research Assessment Exercise demonstrates that the department has a very strong research culture with all research assessed as being Internationally Recognised and 85 % as Internationally Excellent or World Leading.

The Swedish Defence Research Agency, FOI

FOI is an assignment-based authority under the Ministry of Defence. The organisation employs around 950 people of whom around 850 are researchers (2011). This makes FOI the largest research institute in Sweden.

FOI's core activities are research, method and technology development, studies for the use of military and civil defence, security and safety. Areas of application include security-policy studies and analysis in defence and security, threat assessment, systems for control and management of crises, protection against and management of hazardous substances, IT-security and the potential of new sensors and sensors systems. Research projects range over a broad spectrum from applied technology and natural sciences to medicine and social sciences. Cooperation with national and international civil research and development activities is a strategic route to making FOI's competence available to all parts of European society. This puts a high priority on extending and enhancing networks and co-operative efforts with universities, institutes and companies in Europe

FOI is divided into six research divisions, of which the Division for Defence & Security, Systems and Technology is represented here by the two departments; ‘Physical Protection and Weapons Effects’ and ‘Warheads and Propulsion’.
