In this area FOI conducts research and development relating to command, control and communication in situations involving accidents, crises and other exceptional incidents.
This research and development covers a broad range of areas such as method and technology development, field studies and training as well as theoretical and experimental research. FOI’s research groups focus, for example, on robust communications platforms and communications systems, control rooms and command centres, crisis communication and the social media, and the development of capability and command systems.
Robust communications platforms and communications systems
FOI conducts research into robust communications platforms and communications systems and possesses a unique body of knowledge and experience in the development and evaluation of such platforms and systems. FOI has long experience of both civil and military applications through its regular assignments to provide expert support in this field.

Crisis communication and social media
In a number of projects FOI has looked carefully at the use of social media for the purpose of crisis communication. The issues considered relate to the possibilities and challenges associated with the use of social media, both from an organisation/authority perspective and from the individual citizen's point of view. Social media can provide a means of disseminating a message during an ongoing crisis but they can also constitute a rich source of information prior to activities planned in relation to the crisis concerned.

Control rooms and command centres
FOI conducts research into the development of control rooms and command centres in order to be able to support the future's growing needs for coordinated command and control. With its expertise in this area of research, FOI is able to take account of the capability profile and technology needs of the individual operator as well as the operator position itself and associated team questions. In addition FOI conducts risk and vulnerability analyses relating to strategic decisions concerning the location and design of, for example, coordinated command and control centres. FOI can provide an overall perspective on the management of dynamic environments.
