Abstract

Technological developments, including in the form of high-bandwidth telecommunications and miniaturized energy-efficient electronics, stimulate investment in IoT (Internet of Things) systems and the emergence of phenomena such as "smart cities" and "smart cars." The expectation is that an increased access to (relevant) data will enable monitoring and optimization of existing activities and the creation of completely new services. At the same time, there is potential in IoT systems that have been designed for a specific purpose to be used for other purposes than the originally intended, for example for collaboration in societal crises. Authorities, in particular, may be inclined to collaborate on IoT systems. In previous work, the focus was on the emerging public IoT systems, but in this work, the benefits for the Swedish Armed Forces (SwAF) are approached by examining how SwAF could strengthen its position with the help of public IoT systems. A proposed model for collaboratively developing situation pictures and how it has been applied to crisis management in the Stockholm region is studied, and its relevance to SwAF is discussed. The technical solutions of a working group within NATO has been used for utilizing smart cities to strengthen the military situation pictures is studied and the benefits of these solutions to enable IoT collaboration to strengthen the SwAF's situation picture are discussed.
