Abstract
FOA was commissioned by the National Rescue Services Board to investigate the possibility of using morphological analysis (MA), and its computer support program CASPER (Computer Aided Scenario and Problem Evaluation Routine), to evaluate any given Rescue Service´s preparedness for accidents involving hazardous (chemical) substances. This report describes the computerised instrument which was developed.
