Abstract

Hurricane Mitch hit Central America in October-November 1998. Sweden has been assisting in the reconstruction of the affected area, especially in the hardest-hit country - Honduras. The assistance has included the provision of provisional bridges and telecommunications equipment. The evaluation focuses on these two operations. The recipient organizations - the road administration of Honduras and the World Food Programme - have expressed their complete satisfaction with what Sweden has provided. The Swedish experts were seen as competent and flexible in regard to recipient preferences. But there is room for improvement. The Swedish Rescue Services Agency (SRSA) could benefit from reviewing its international operations with regard to project management, the adequacy of equipment, financial accounting as well as personnel welfare for longer-term operations. The distribution of responsibility between SRSA and the Swedish International Development Agency (Sida) could be further clarified with regard to the selection of operations that should be undertaken, routines for making joint evaluations, and contracts with the recipient states or organizations. Contracts should also cover the transfer of equipment at the end of an operation. It is important for SRSA to specify its international niche.
