Abstract
The Will of the Western Powers to Participate in Peace Support Operations The character of future conflicts will be determined by a number of factors. The more important are the following: o Strategic goals. Different entities (states, groups, ...) have different strategic goals, for states goals can change over time. Societies have different priorities during their development. o Limitations concerning use of means in conflict due to ethical reasons. Limitations can concern type of weapons (nuclear, chemical, mines, lasers, ...) or targets (different type of "civilian"...), o Doctrine - Technology Organization - Personnel (DTOP). Earlier in military history a more recent combination of DTOP has been superior to an earlier one. This is not necessary true any more depending on differences among actor concerning goals and limitations. In what way will this circumstance influence on security policy?
