The Mr in Yugostavia had a ~ character inside and outside of Kosovo. This report covers only what happened outside Kosovo. The strategic air voar caffied out there was focused on key points of the technical influstructure. That is a threat not inconceivable, to Swedish defence planning. The civilian capacity to resist the air attacks is subm~ to investigation. Of prinlary interest is the functioning of the technical infrastructure during the attacks. Comments are also made about how the population vias affected psychologically. This report is intended as a platibrrn for a more thorough analysis planned to be reported in the summer of 2002. The report will then be in English and based upon interviews with people in Yugoslavia, who in various sectors and on various levels contributed to the protection and repair of their society.
