Abstract

The purpose of this report is to examine and survey existing quality management systems, which can be used in evaluating the municipalities´emergency planning. The purpose has also been to judge whether and how the systems are possible to use in evaluating the municipalities´ emergency planning, and in that case, how they can be designed. It can be established that it would not be possible to use existing quality management systems in the quality assurance work. The systems are too extensive and detailed and demands too much work effort for the municipalities. The work would initially be too tangible, both in terms of time and financial effort, and would demand too much work in the future. Though, it can be establishedthat it would be possible to work with the quality of the emergency planning with a quality management systems as a model. The municipality itself would be responsible to evaluate the activity and judge its weaknesses. Another option would be to design an "own" model directly designed to apply on the municipalities´ emergency planning. It can be established that it´s possible to design a simple model designed to apply on the municipalities´ emergency planning. Parts of existing quality management systems could be used in preparing the model. The model could be adjusted after the organizational conditions and should focus on factors like good conductivity, spread of information and customer oriented activity.
