This report summarizes discussions held at a seminar on the relevance and possibility of creating a field of research including civil defence command and control. The discussion focused on the research conditions as well as on the scientific direction and future area of research. There is today not yet a definied field of research including civil defence command and control. It is relevant and possible to create such a field in the future. The research should be built upon an institutional framework including a diversifies view on steering and command and control. From this point of view and from the point of view of a new national system of crises management and a broader perspective on security, future research are suggested.
