Abstract

Within the Swedish Armed Forces development of new command and control methods a war game was conducted 2002-10-22--10-23 in order to answer the questions: 1) Which are the limitations to administer sensor information between the different existing command and control systems? 2) Which effects have differences between these systems on the representation of the situation? A reduced joint operational staff was organised whose task was to distribute information between the different systems. Another purpose was to analyse "war game as method". A model was constructed which defined questions on how information was administered during the game. The questions were presented to the operators in a digital inquiry during the game. Preliminary results were presented and discussed after phase of the game. Results and conclusions indicated that: A) Distribution of information between systems was primarily a problem internal to the staff. B) The operators might either perceive other operators or technical systems as receivers. C) There is a risk that operators overestimate graphical information relatively to other formats. D) The two principles broadcasting and internet must be specified further. E) War gaming as method has to be developed in order to define criteria for deciding how many resources should be put on a war game with a certain purpose. It is necessary to develop other forms of war gaming than traditional. F) Documentation is of essential importance. A number of topics for further research were identified, for example the tendency to use metaphors which are hard to make concrete.
