Abstract
The purpose of the project is to evaluate command exercise LINUS-03. Command exercise LINUS-03 was planned and carried through by Swedish Emergency Management Agency (KBM) and Swedish Armed Forces. The main goal with the exercise was to train cooperation between regional civil authorities concerning support from Swedish Armed Forces during a peacetime severe train on civil community. The project aims to be put together the experiences of the participants, and thereby determines whether the goals of the exercise are fulfilled, how the cooperation between the authorities functioned and how distribution of information to the public and media worked. One conclusion is that the exercise was a good investment concerning time and resources. The participants have had the possibilility to train the organisation and building the network which is so important in handling cooperation between authorities. Another conclusion is that the authorities have to look over their own organisation and that new questions comes into focus. The civil regional authorities expresses that they had the possibility to train cooperation, which is a third conclusion. A fourth and very important conclusion is that the evaluation should have been planned for, both economic and timewise, long before it happened.
