Abstract
This report is a feasibility study with a broad analysis of strategic planning of the Swedish military defence. One of the objectives of strategic planning is to realize the business idea of the Swedish defence. After the Cold War this business idea has been indistinct. Without a clear business idea the main prerequisite for a well functioning strategic planning is missing. The Government, Parliament and the Ministry of Defence play a rather moderate role in defence planning and do mainly react rather than act on planning documents of the Swedish Armed Forces. This indicates that the role of the Ministry of Defence needs to be strengthened. The existing model for strategic planning within the Headquarter of the Swedish Armed Forces is resource demanding sometimes at the cost of execution and follow-up. There´s a tendency of a "planning culture". The planning is a large sequential with rather long planning cycles and long planning horizons. There is a need for a more flexible model of planning that promotes continuous adaptation. There is reason to shorten the time lags from the point where a need for a decision is identified to the point where the effects of the actual decision is realized. Shorter time lags will make it easier to reduce the planning horizon and to adapt to a dynamically changing environment.
