The aim of this report is to design a model which facilitates strategic analysis of EU:s crisis management system, to apply thr model on EU crisis management system, to apply the model on EU crisis management and to discuss its value for the Swedish Emergency Management Agency (SEMA). The model, which is based on a system-approach, contains three dimensions, the system´s character, the system´s structure and the system´s external boundaries. By combining the outcome of these three dimensions three types of systems could be derived. The application of the model on EU crisis management shows that EU´s crisis management system. In the future the system could however develop into other types of systems. Finally, it is pointed out that the model has shortcoming as well as strengths and that it could be of value for SEMA if it was deepened and developed.
