This report contains an analysis of the Swedish Armed Forces Headquarters after the implementation of the new organisation "HKV 05". The overall assessment is that the re-organisation so far has failed to achieve the effect the Swedish Supreme Commander intended. As an analysis framework we used the four different perspectives of completeness, flow, competency and customer that we found in several initiating documents prior to the re-organisation. This report also answers four questions developed with the customer during the initial analysis. These questions are: "What is HKV 05 like?", "What was HKV 05 intended to be like?", "Where should we be going?", "What should HKV 05 be?" All results and recommendations contained in this report have continuously been forwardes to the customer during the analysis.
