Abstract

During the last years EBO - Effect-Based Operations - has been a central theme in the international discourse on future military concepts. Current doctrine and procedures for command,control and co-ordination, are seen as inadequate in todays complex operating environment. A recurrent view is to better employ and co-ordinate all instruments of power available to states and international organisations, both military and non-military. While the concept is largely developed within a military context, similar ideas and concepts are being articulated in other forums. The European Security Strategy states that the Union must be prepared to draw upon all its Instruments of Power - Political Diplomatic, Military and Civilian - to ensure peace and security. This evolving concepts is known as "The Comprehensive Approach (to Crisis Management)". Within the UN, the concept of "Integrated Mission´s" also have a number of common traits with EBO. Since these concepts and initiatives are still evolving and, to some degree, influencing each other, it would be unwise to view them as separate and focus the attention on any single line of development. This applies both to continued studies and the forums where Sweden could participate in the actual development of future concepts for conflict management. A requisite for this is an increased co-operation between national authorities, possibly together with a broader co-ordination at the political level.
