Abstract

Swedish politics and public administration has, ever since the Swedish membership in the European Union (EU) more than a decade ago, steadily becoming more integrated in the EU policy process. The increasing integration creates a number of opportunities and challlenges for the Government Offices and for the goverment agencies. This study highlights for opportunities and challenges that the Government Offices of Sweden and a sample of government agencies face in the light of a growing co-operation within the EU concerning emergency preparedness. An opportunity in form of an added value for Swedish emergency preparedness is for example increased knowledge about emergency preparedness, as a result of exchange of experiences in this field with other member state in the EU. Another example of an added value is the possibility in a crisis situation to receive different types of support and reinforcement resources from the EU and its member states. Challenges, or problems, for Sweden´s participation in the co-operation in EU on emergency preparedness is for example shortcomings in the strategic dialog between the Government Offices and the government agencies about the level of ambition and the long term goals Sweden shall pursue in the co-operation. Another problem is that a hectic policy process in EU often doesn´t give enough time to more qualified strategic analysis when Swedish national position is to be formulated in the Government Offices and at the agency level.
