Abstract
The long-term planning of the Swedish Armed Forces is mainly done within the so-called Perspective studies. The perspective planning studies different future force structures 10-20 years from now. A force structure describes the defence organization and its different units. These force structures must also be cost calculated and evaluated economically. The structures must be payable within a realistic defence budget. Balancing of differents parts of the force structures should be affected by an overall costeffectiveness analysis. The Perspective studies therefore need a tool for economic valuations and calculations. This report describes the model of economic projections, BEMPA, used by the perspective planning, which in December 2007 submitted its final report. That report has largely been the basis for the ongoing realignment of the Swedish defence, not least when it comes to leaving the conscript system. BEMPA stands for (Beräkningsverktyg för Ekonomi, Materiel, Personal och Anläggningar = Calculation tool for Economy, Equipment, Personnel and Construction).
