Abstract
This report investigates current capabilities to limit the potential environmental impact associated with the management of solid waste generated in peace operation base camps. The research includes an identification and evaluation of the current main limitations and requirements associated with the possibilities of successfully introducing sustainable waste management infrastructure and procedures. The research identified that current systems and institutional capabilities are often subject to considerable deficiencies with limited possibilities to ensure minimal impact on the local environment. These deficiencies often proved to be associated to a focus on operational efficiency with an associated low priority on base camp support functions including waste management resulting in a limited allocation of sufficient resources. The most critical deficiencies were identified to be an initial limited management of the waste stream in combination with a use of waste incineration and disposal options with very limited engineered improvements. In combination with such limited management practices a limited utilization of environmental site evaluations as well as site monitoring and control was identified. The lack of internal capabilities was also identified to often result in the contracting of local waste management services although such services are often substandard resulting in risks to the off-base local environment and communities of the host nation.
