Abstract

It is required that the Swedish Armed Forces takes environmental issues into account at procurement of defence materiel. The work reported on here has meant development of a tool for evaluating and quantifying environmental impacts for defence materiel during their whole life-cycle (development, acquisition, production, use and termination). The aim is that the tool will be used at FMV (The Defence Materiel Administration) at procurement for comparing actual and evaluated costs of environmental impact from alternative products or systems. The tool should be able to handle COTS/MOTS (Commersial-off-the-shelf, Military-off-the-shelf) as well as development of new defence materiel. The existing LCC (Life Cycle Costs) tool CATLOC has been used by FMV for several years for calculating traditional life-cycle costs at procurement of defence materiel. It has now been extended by an environmental module so that also environmental impact costs are included in the total life-cycle costs. The first version of this Environmental LCC tool has been evaluated when running a test case. The work has been performed in close co-operation between FOI, FMV, KTH and the company Systecon.
