Abstract
The report contains proposals for the development of national civil-military cooperation in peace time crises and during raised preparedness. Areas covered are laws and regulations, civil and military structures for cooperation and command and a survey sent out to the regional military sections to get their view on today´s civil-military cooperation. Some conclusions can be drawn: Cooperation between the Swedish Armed Forces and the Swedish Civil Contingencies Agency needs to be formalized and developed, as well as cooperation with other central and regional authorities. At the local level it is suggested that the Home Guard gets a formal role in cooperation with the municipalities. The civil-military cooperation today is mostly about peace time crises, little is done to meet specific questions concerning raised preparedness. It is important to identify and to work with such questions. Moreoveer, the study identifies what is working and what is not in today´s civil-military cooperation. Some suggestions and measures to strengthen the civil-military cooperation are presented. Finally, the report presents two alternatives for military regional structures: 1) Five (four) regions solution 2) Three regions with a special solution for Stockholm County
