Abstract
The project "A computational tool for environmental impact assessment of defence materiel during their whole life cycle" aims to create a tool to evaluate and quantify aspects of defense material through its entire lifecycle. Tools of this kind are an important asset to the Armed Forces (FM) as they are required to take environmental issues into account in all procurement. The Defence Materiel Administration has been using the existing LCC (Life Cycle Costs) tool CATLOC for several years when calculating traditional life-cycle costs at bigger procurements of defence materiel. This report describes the work of an environment module to CATLOC, developed by FOI in 2010. The new tool, called Environmental-LCC, has been developed by FMV, FOI, KTH and Systecon. By using the Environmental-LCC tool environmental issues will also be included in the calculation of lifecycle costs This year´s projects have resulted in adjustments to the Environmental- LCC. The environmental costs, which were quantified in 2009, have this year been expanded to include more subjects than before. Furthermore, the costs of environmental taxes and charges have been removed from the traditional costs from products or services, so that they can be distinguished. This report presents the environmental taxes and charges which currently exists and their part of the traditional basic costs. Identification of these environmental taxes and charges has been made to improve the Environmental- LCC model and to avoid costs being counted twice in CATLOC. After the identification the relevant fees and taxes have been selected to be included in the calculation tool CATLOC. The work has been performed in close co-operation between FOI, FMV, KTH and the company Systecon. In this report only the work performed by FOI is presented.
