Abstract
Canada is said to be one of the leading countries when it comes to the implementation of Comprehensive Approach (CA). Therefore, FOI has decided to conduct a study focusing on Canada to see what lessons can be learned from its work with CA. Several structures, such as the Stabilization and Reconstruction Task Force (START) and the Global Peace and Security Fund (GPSF) represent the way Canada has decided to implement CA. Above all, it is the Canadian engagement in Afghanistan that has become the symbol of CA. Through the CA, Canada's ability to conduct peace support operations has grown, especially thanks to the Afghanistan experience. From a Swedish point of view, the lessons from the establishment of a civilian representative in Afghanistan are useful. Several questions have to be answered when the role of the civilian representative is elaborated. What is included in such a role? What authority does the representative have? What types of resources are needed to create leverage, both in financial and personnel terms? Several other lessons can be learned: the importance of how a structure such as START is developed and where it is located to create maximum effect; predictability, through clearly defined roles, and standing integrated structures contributes to acting fast and effectively when setting up a mission; and the dominant role of the military has negatively affected other actors attitude towards the CA.
