Abstract
Cooperation between different bodies has been identified as an important prereq-uisite to a successful handling of crises. Lack of cooperation has also frequently been identified as a source of error when things have gone wrong or emergencies were handled inefficiently. Increased collaboration can imply greater integration of various parts of the crisis management system. This may e.g. involve integra-tion of technical systems, integrated work processes or co-location of the bodies in question. At the same time, this increased integration can affect the vulnerabil-ities of the different bodies and their activities, and the overall risks. This report is the result of a study conducted by the Swedish Defence Research Agency (FOI) on behalf of the Program for collaboration - the Stockholm re-gion. The aim of the study has been to create a basis for analyzes of vulnerabili-ties and risks associated with increased integration of community and emergency services, e.g. in the form of a joint operations center or a crisis and emergency management center. As part of the project an analytical model has been developed. The model can be used as a way to structure discussions and to communicate important issues. The model, along with an attached process, can be seen as an extension of classical risk and vulnerability analysis.
