Abstract

The report provides a brief summary of ongoing work in several EU member states and the United States to strengthen biosecurity for facilities that handle and work with dangerous pathogens or toxins in the light of the increased terrorist threat in Europe and worldwide. Many countries have introduced legislation that includes strengthening biosecurity as demonstrated by regulations in some of the EU states, Denmark, the Netherlands, France, UK and Germany, in addition Switzerland studied. Sweden has so far not introduced such legislation but this should be a subject of discussion. One aspect that has been highlighted internationally is how to assess dual-use research of concern in the life sciences and the report describes how far some EU member states and the US have come on developing a system for oversight and to develop recommendations. The report points to the need for Sweden to do more in this area and promote further dialogues between authorities and academia. The report also provides an account of the ongoing work on biosecurity that was initiated in the framework of the EU Action Plan for CBRN. This will continue under a newly formed group with representatives from six European states including Sweden within the "European Biosecurity Regulators Forum" (EBRF).
