Abstract
The constantly changing environment affects the tasks of National Defense organizations worldwide. This has led to an increasing amount of research on flexible command and control (C2) approaches to counter the threats of tomorrow. The NATO Science and Technology organization has, through the research task groups SAS-065, SAS-085 and SAS-104 defined the C2 agility framework to describe C2 approaches. C2 agility has two main features: (1) the ability of a C2 system to identify the need for, and conduct, adjustment of the current C2 approach; and (2) the flexibility of C2 approaches, in terms of reallocation of decision rights, changeable patterns of interactions, and changeable information dissemination routines. The C2 agility concept has been targeted by the Swedish Armed Forces as extra interesting to analyze for Swedish conditions. To support the development of an assessment methodology for naval C2 from a C2 agility perspective, this report summarizes a number of theories, methods and approaches for analysis of C2 from said perspective, with special attention given to applicability for the Swedish Navy's C2 systems. The presented theories are largely based on the earlier mentioned NATO research task groups, complemented by other NATO-supported research. The included examples of assessment methods and tools are gathered from both national and international knowledge on C2 assessment.
