Abstract

A sufficient command and control (C2) capability is and will be a critical capability for the conduct of military operations. New preconditions as a consequence of future operating environments will influence the C2 capabilities needed. This report aims to identify C2 needs and C2 capabilities. The result of the work includes: (1) The definitions of concepts, (2) a description of future operating environments in 2035, (3) identified C2 needs, (4) defined C2 capabilities, and (5) a method for translating C2 needs to C2 capabilities. The report shows that there are several ways to describe C2, C2 systems, and C2 capability. There is a need to study which models that are suited for use to describe and develop the Swedish Armed Forces' C2 capability. The Swedish Armed Forces are recommended to develop an approach for the engineering of the future C2 systems and C2 capabilities based on the results of this work, but also to evaluate alternative perspectives.
