Abstract

There is an increasing requirement for developing the knowledge base for operations analysis, in order to increase the output of science-based support for military decision-making and thus contribute to a more effective use of the resources of the Swedish Armed Forces. Military operations analysis is defined as the application of scientific methods to assist executive decision-makers. The focus on decision-making means that the choice of methods is always subordinate to the outcome of the decision. This projects recommends that the new research program for military operations analysis is directed towards developing methods and gather lessons that are used by operations analysts to create better conditions for science-based support to decision-makers. This project recommends the new research program for military operations analysis is divided into the development of methods (including the evaluation of methods), monitoring (including monitoring of operations analysis research and related fields) and practical lessons from operations analysis (including gathering of lessons from "front-line" operations analysts). The aim of this guidance is to create a long-term knowledge base for the operations analyst field as a complement to the current practical operations analysis. That enables the creation of operations analysis with high quality in both the short and the long term.
