Abstract
The Swedish Armed Forces are facing a situation where new Command and control (C2) approaches are needed to meet future challenges such as hybrid warfare, cyber threats, gray zone issues and rebuilding the total defense. The purpose of this study was to investigate what is needed in terms of infrastructure to enable research on C2 systems, now and in the future. Work was carried out in the form of a thematic analysis focusing on needs that could be met through the development of an infrastructure to support research and development projects in the domain of C2. Seven needs were identified that can help to create an infrastructure that supports research and development in C2: (1) an infrastructure manager, (2) an infrastructure that is flexible in both physical design and ITarchitecture, (3) a clear financial model for keeping hardware and software up to date, (4) an infrastructure that is able to handle confidentiality, (5) an infrastructure that has methodological and technology expertise is attached, (6) the infrastructure should be able to integrate operational systems, and (7) the infrastructure should be interoperable with other government agencies. For all needs, recommendations are given for development of an infrastructure for Command and control studies.
