Abstract

In order to develop capabilities in the Swedish crisis management system and civil defence it is essential that the actors have the right prerequisites and support to plan for and assess their capabilities. However, it is challenging to develop a general support, such as models or methods, since the needs varies between both actors and sectors. In this interview study, we have identified and categorised what support needs the different actors express concerning capabilities planning and assessment. We conducted interviews with administrators at twelve central government agencies asking for which success factors and problems they face in their capabilities planning and assessment. The categories of needs are: ? Objectives ? Planning ? Implementation ? Assessment ? Overall requirements We also present suggestions for support that can meet and satisfy the needs. However, we conclude that there is no one ideal model that can satisfy all the needs. In addition, the development of capabilities for crisis management and civil defence has to continue in parallel to the development of the support in order to steadily continue increasing the ability to counter crises and threats.
