Abstract

In this report we discuss how total defence can be integrated in physical planning procedures by looking at Uppsala municipality's work updating their regional plan. The report focuses in particular on the Uppsala region but many of the questions and issues presented in the report are of more general character and can therefore be interesting also for other municipalities. The main material in the report is based on four case studies: increased military activity, citizens' protection, district heating and cooling and transportation. The report shows that the geographical and spatial conditions that physical planning creates can aid the handling of different types of threats and is paramount to how society can handle serious incidents. A robust society demands that physical planning also takes the stresses of war into consideration. The report also demonstrates that by identifying and analysing the requirements of the total defence in advance it is possible to identify and prioritise different actions as well as reduce the effects of incidents during war. In the report we give practical examples of how questions related to total defence can be brought into the planning process. We also ask several questions that can be used as a starting point for discussions of how to integrate total defence perspectives in physical planning.
