Abstract
There are several alternative ways to assess capabilities within civil preparedness. By studying how this is done in Estonia, Finland and Norway, this study examines aspects and approaches that may be beneficial to the Swedish system. Sweden's system differs from Estonia, Finland and Norway in terms of the existing national requirements present. Estonia and Finland also include more actors in the assessment processes, not least the business community, but also in the preparedness work as a whole. Dependency analysis is largely a challenge for all four countries. The study indicate that continuous dialogue between actors contributes to a better understanding of how dependencies affect capability in general. The study points to ideas on how Sweden can adapt parts of the other countries' solutions to solve identified challenges in Sweden. There is a need for national requirements, involvement of state-owned companies, and a better division of responsibilities for dependency analyses for Sweden to enhance the capability assessments in the future.
