Abstract
This report proposes a process for producing a blueprint and a roadmap for future command and control (C2). Previous work, both national and international, demonstrates an abundance of visions of future C2. However, there is a lack of a common and concrete vision in terms of goals that can be used as a starting point for further research and development concerning C2, C2 systems and command posts. To be able to exploit the potential of existing and future technologies, as well as new C2 concepts, it is of the utmost importance that such a vision is developed. The Armed Forces perspectives study positions digitalization, shared data, interoperability and the use of information as a strategic resource as examples of key abilities in the future C2 system. The specific meaning of this, how it is to be achieved, in what order, and by what means in terms of research and development, needs to be clarified. Based on the view that C2 development is a complex problem, scenario based discussions and other forms of games are proposed as important tools in order to develop a common picture of future C2 and command posts. The proposed process illustrates one way of how to progress from theory and concept to practice and effect in terms of improved C2 capabilities through gaming.
