Abstract

The deteriorating security situation has led to a political will to rapidly increase the Swedish military capability. The importance of building military capability faster than before, also appears to be central. The purpose of this study is to, focusing on speed, identify and analyse efficiency gaps in the interaction between the Armed Forces and the Defence Materiel Administration, and recommend measures to reduce identified gaps. Three central areas of in-depth study within the materiel supply process have been selected for analysis: two processes for capability requirements formulation, and the handover process. The study is based on research into which factors promote or hinder the effectiveness of inter-organizational collaboration. From the study's interviews, seven problem areas have been identified - Need for more collaboration early in the materiel supply process - Lack of process compliance - Inadequate governance and management - Personnel and skills shortages - Lack of consensus within and between the organisations - Lack of communication - Lack of common management support system The study formulates four overarching proposals: - Ensure early participation from both the Armed Forces and the Defence Materiel Administration and broad cooperation - Develop clearer directives for better process compliance - Establish continuity planning for competence - Install a management support system
