Abstract
In order to develop, maintain and assure appropriate command and control (C2) capabilities, the Swedish Armed Forces need to be able to assess their C2 systems. One challenge is that C2 systems are inherently complex, as they consists of several interacting factors, which makes it difficult to carry out an assessment of the entire C2 system. The goal of the work described in this report is through in depth interviews understand how assessments of C2 systems are conducted today in the Swedish Armed Forces and what the needs are to develop the ability to evaluate C2 systems. In addition, propose directions for continued research in the area of assessing C2 systems.The results from the interview study show that assessments are carried out on parts of the C2 systems, mainly the technical parts, but based on the interview responses, there is a lack of structure, traceability and follow-up. It is unclear within the Swedish Armed Forces which organizational unit that bears the main responsibility for C2 system assessment. There is a need to assess the entire C2 system, not just the technical parts, to contribute to the setting of requirements over the system's entire life cycle. There is also a need to develop both quantitative and qualitative methods for assessment. Research questions for continued orientation of studies for assessment of C2 systems have been identified.
