Abstract

The report describes a model for the Police Region Stockholm's Risk and Vulnerability Analysis (PoRSA). PoRSA is a risk and vulnerability model developed by FOI (the Swedish Defence Research Agency) commissioned by the Police Region Stockholm. The model was created by a working group of representatives from the region and FOI during 2023-2024. PoRSA is a revised version of FOI's RSA model FORSA, adapted to meet the needs and activities of the Police Region Stockholm. This adaptation involved simplifying, adjusting, or complementing aspects such as terms, analytical components and certain phases in the model. While this could impact analytical quality, it increases feasibility and cost-effectiveness, with the latter two aspects being prioritised in the design. PoRSA was developed with the primary and overarching aim of creating operational utility for the police region, in terms of identifying appropriate measures and actions for incidents that may affect the region. The model helps the police region increase risk awareness, improve continuity management, reduce risks and vulnerabilities, as well as serving as a tool to support the authority's overall risk and vulnerability analysis work.
