Abstract
During the last 20 years, North Korea has gone from being a state party of the Treaty on the Non-Proliferation of Nuclear Weapons to an aspiring de facto nuclear-weapons state. Due to the closed nature of North Korea, it is difficult to assess its ability when it comes to the nuclear domain. However, our current assessment is that North Korea has produced sufficient nuclear material to produce around 200 nuclear charges. Mounted on short-range ballistic missiles, these form the primary regional threat against South Korea and Japan. Furthermore, North Korea may have 10-20 thermonuclear charges which could be mounted on inter-continental ballistic missiles. It is currently unclear if these inter-continental ballistic missiles are capable of atmospheric re-entry. An alternative and probable nuclear threat to the continental US is a high-altitude explosion which would generate an electromagnetic pulse capable of disturbing large parts of the electric grid. The assessment is based on: 1. Analysis of the six nuclear tests performed by North Korea. 2. An assessment of the nuclear complex and its production of fissile material. 3. An assessment of nuclear weapons capability and production.
