This report summarizes the activities in the project Luftoperativ värdering och utveckling (Air Power Assessment and Development) during 2023-2025. The Swedish Armed Forces has asked FOI to develop skills, methods and tools for comprehensive assessment of new air power concepts on an operational level. The work during 2023-2025 focused on developing tools and methods for assessments. These activities thus contribute to the project's main product, that is, the Ramverk för luftoperativ värdering (Framework for Air Power Assessment), by adding tools that can be used in an assessment process. The tools are i) an air power wargame, ii) a simulation software for air-to-air combat, and iii) a software model of an air base. The framework has been tested in a real assessment during this period, carried out by FOI in support of a major air force study. Project members have also strengthened their knowledge of air operations, such as by participating in two NATO studies, and visiting Blekinge Wing F17.
