Abstract

Sweden's membership in NATO has led to an increased demand on Sweden to ratify several of the STANAGs used to facilitate cooperation and interoperability between its member states. One of these, the STANAG 4170, details how energetic materials are to be qualified on a national level. To be able to ratify this standard Sweden must first create a national process for how the qualification is to be performed. FMV has given the task to FOI to propose how this process could be performed, which is presented in this report. FOI suggests that FMV takes on the role as NA whiles FOI will act as an auditor of the results generated from the analysis and testing performed by the manufacturer. RGexplosiv is suggested as a final auditor, reviewing a report generated by FOI, and also to give a recommendation to NA regarding to qualify or not. Most likely a high influx of request for qualification will occur after the date of implementation. To address this FOI suggests that an implementation period is introduced where no demands for qualifications are made. This report additionally includes suggestions for Sweden's National selections regarding the analysis and test methods to be used and also additional support documents for the qualification process.
