Abstract

The purpose of this report is to give a foundation for decisions to strengthen the capability and operability to the international forces of the Swedish Nation. By means of participating Internationally, e.g. in NATO studygroups, knowledges has been accieved, probably not possible to be build up in Sweden alone. It is a common understanding, that use of NLW are not just deploying, but depending on a holistic view of the situation. A wellknown and accepted policy in the foundation for adequate Traning and further Development of applicable Techniques. To act in purpose to use Minimal Force is a process which requires the proper Attitude to be succesful. NLW, as means in the War against Terrorist, are highly prioritised. At the moment Ballistic Technologies are not considered Discriminating or Precise enough to be able to foresee the Effects in a reliable way. The development in USA and GE, aims at superior Precision and after the constitution of the target Doseable Radio Frequent Devices. New Technologies are desired. At the same time must the Legal Process continue and a Public Debate as a condition for Acceptans of goal and means. An obstacle in the intension of reduceing the Risks are the lack of reliable Data of Human Effects. FOI can contribute with results from Experiments and Evaluations to an International Database, suggested in the work of HFM-073.
