Abstract

This report describes the first phase of a FOI project with purpose to develop the capability of predicting threats caused by collective behaviour, in order to enable acting pro-actively. The prediction has focus on early identification and interpretation of signs, signals, behaviours etc, which precede an event or course of events caused by collective action. The project concentrates on international missions for Military Operations Other Than War (MOOTW) with focus on what a battalion staff needs in its Area Of Responsibility. The report gives an introductory knowledge survey and proposes Case-Based Reasoning as a method in a Decision Support System. Case-Based Reasoning is a method and technique to retain relevant experience. Like human problem solving and decision making, it is based on analogies, for example for recognizing and developing action options. The report describes the state of the art of how to find and interpret input data, mainly as indicators, and identifies needs for further research.
