Abstract

As part of the Swedish National Board of Health and Welfare work to develop its crisis management capability the Swedish Defence Research Agency (FOI) was commissioned to prepare a study that summarized the state-of-the-art knowledge and proven experience on effective crisis management organisations. The study was also to include a synopsis to a "crisis management handbook" that could be used as a guide for the Swedish National Board of Health and Welfare. This report presents a proposal to an institutional framework for the crisis management structure of the Swedish National Board of Health and Welfare and includes essential functions, resources and procedures. In the final chapter an outline for a crisis management handbook is presented. The purpose of the report is solely to serve as a source of inspiration to the Swedish National Board of Health and Welfare. The basic assumption underlying the FOI proposal is that the Swedish National Board of Health and Welfare needs a capability to cope with all phases of a crisis, including a crisis´aftermath. Such crisis management preparedness includes the following steps/phases. Educate/exercise, Detect/identify, Manage and Normalize/evaluate/adapt. FOIproposes that the following entities/functions should be included in the institutional and functional framework of the crisis management structure of the Swedish National Board of Health and Welfare: Duty officer, Senior management group, Crisis management group, Department crisis working group, Unit crisis working group, Crisis alert levels and Crisis preparedness and analysis function.
