Abstract
In connection with especially the New Year holiday every year, temporary sales areas for fireworks are set up in stores of different kinds and sizes. Since this kind of activity is associated with major risks, an authorization is required. At the moment it is the local police authority together with the rescue service that executes permissions for selling and storing of fireworks. The National Rescue Services Agency has published recommendations for safe selling of fireworks but certain rescue services applies local guidelines that sometimes can be contradictory. The directions for selling and storing of fireworks can therefore vary at different locations in Sweden. A more uniform application of the regulations within Sweden is requested. FOI has on commission of Brandforsk, which is a joint agency for the government, municipals and industry to initiate, fund and follow-up different kinds of research concerning fires, performed a number of full-scale tests where the process at a possible pyrotechnical-fire in different kinds of stores has been studied. The tests are supposed to simulate fires in a small store or storage as well as in a large store like a shopping centre. In the fire tests of a large store, a sprinkler system has been installed to study if it has an impact on the fire process. At some tests pressure, temperature and the generation of smoke were also measured. All tests have been filmed and the films have been put together on a CD. An interpretation of what the results from the tests would mean to a corresponding real fire situation at a store is given in this report. The results from the tests are aimed to be used by different authorities for facilitating their work at formulating directions and recommendations etc. The results can hopefully be helpful in improving the configuration of sales areas for fireworks for an improved fire safety and a better understanding of the consequences in case of a fire.
