This report contains reasoning, analysis and reflections in matters regarding the government´s controlö of government agencies. It is based on a review of and reflections over SOU 2007:75, "Managing the state - the Government controls its agencies", which is a report of the so-called steering inquiry. The problems presented by the inquiry are based on a good and thorough analysis, and summarizes in an accurate manner steering problems in the relationship between the government and its agencies. However, the inquiry report fails to highlight the problems from a political perspective - the starting point is the agencies perceived situation. It follows that the solutions proposed often comes to lessen the form of formalized processes and to move power from the ministries/government offices and the government to the agencies. This report notes that the inquiry does not adequately described the consequences of the far-reaching changes proposed. Perceived solutions are based on a too narrow view on formalized processes as the main cause of the problems observed.
