Abstract

The changes in the Swedish Armed Forces have begun and will continue. Major changes are planned when it comes to defence organization, personnel recruitment and structure, procurement, logistics and production organization. The coming governmental defence bill and decision will clarify the change in direction of the Swedish Defence. It will be important for the Government and the Parliament to ensure that changes are implemented according to the decisions and with the desired results. This report aims to identify key figures and key ratios for the most important processes of change in defence. The report notes that indicative, diagnostic key ratios correctly used can have a value in the monitoring of changes in the Swedish armed forces. Indicative, diagnostic key ratios should be regarded as complementary to other ways of management and monitoring and not as substitutes. Indicative key figures can be seen as signals of what areas and conditions that needs to be studied and analyzed further.
