Abstract
In Sweden the concept of capabilities has been discussed for many years and the government has been trying to lead efforts of force development by talking in terms of capabilities. There has, however, only been a limited connection between the will to develop certain capabilities and the measurement of cost or the appropriation of funds. Every year the Swedish midterm defence planning will result in a plan with balance between tasks and resources. Many times the defence planning is focused on units and systems instead of what the units and system should be able to do. Implementing a capability based planning will help decision makers to focus more on needs and less on solutions. This report describes the work with capability based planning within the Swedish Armed Forces. The report also describes some experiences and need of future work.
