Abstract

The development of a handbook for military evaluation is a necessary part of the capability development and must describe how it fits into the program as well as how evaluations are being used on different command levels, both for reporting to the government and to be used for planning and budgeting. The handbook for evaluation should include definition of the concept of evaluation and related terms in contexts relevant to the Swedish Armed Forces. The handbook should not, however, give detailed descriptions of how the evaluation activities should be performed. As such, the handbook will serve as a framework for evaluation within the Swedish Armed Forces, with appendices added later for detailed unit-specific or context-specific methods, principles and tools for their respective evaluation. This report describes the Swedish Defense Research Agency's analysis of the task to develop a handbook for evaluation of the Swedish Armed Forces, by emphasizing documents that are related to the task. An outlook towards NATO and U.S. evaluation methods is also reported to serve as inspiration for Swedish national work. The report also includes an incomplete list of evaluation aspects that must be considered when developing a new handbook for evaluation, including e.g. economy, ethics and information security on top of the tactical and operational aspects that are often in focus.
