Abstract

Operations assessment is a process which may be used by military staff with the aim to show how an operation proceeds, to give recommendations for future development and to give substantial decision support to the staff and the commander. This report briefly describes the preparatory work at the Swedish Maritime Component Command before the staff exercise "Dagny 13" and, in more detail, how assessment then was performed during the exercise. The assessment process was perceived important and the conclusions and recommendations given were considered relevant according to officers interviewed after the exercise. Furthermore, it was suggested that the staff at the Maritime Component Command should be more involved both in the preparatory work and in performing the assessment in order to improve the quality of the result. Based on the experience of the exercise it is recommended that more time is spent on the preparatory assessment work, involving the different staff branches, in order to generate more relevant and precise concepts. Furthermore it is essential to incorporate assessment as a part of the preparatory work before an operation/exercise. Moreover, it is suggested to hold a daily assessment meeting during operations/exercises in order to give the different branches of the staff the opportunity to influence the suggested assessment conclusions and recommendations. Finally, it is recommended that the Swedish Armed Forces prioritize the development of instructions in regards to operations assessment.
