Abstract

This study was commissioned by the Swedish Civil Contingencies Agency (MSB) with an aim to review gender mainstreaming in operations. MSB has a robust platform from which gender mainstreaming can continue to develop. One of the major challenges is the implementation of UNSCR 1325. MSB's specific mandate and task is a complicating factor for the implementation of UNSCR 1325. This study has identified a number of factors that could contribute to enhanced gender mainstreaming. The recommendations are the following:  Management must demonstrate clear leadership for gender mainstreaming.  There is a need for clearly formulated goals, a strategy and action plan for gender mainstreaming.  The gender adviser's position needs to be redefined.  The training offered should be better tailored to MSB's activities and specific task, both nationally and internationally, and be compulsory for all staff.  The gender perspective needs to be integrated in a consistent and structured way, in both international and national operations, with the aim to increase the operational effect.  Develop an understanding of UNSCR 1325 principles based on MSB's mission and task.
